Sir,
The street dogs and stray dogs
are a great menace to poor pedestrians
The old ,weak,handicapped, women, students,
weak, old, and poor people,
are
among the more affected ,compared to do the well to do people
Many
two wheeler travellers are also affected due to the sudden appearance of
the
dogs in the road Many lose their lives
and many suffer injuries
The government has the duty to protect the life and property
of
the people Due to the attack of the
stray dogs and street dogs ,
some
people die ,some get severe wounds and it may lead to
other
complications
It
is reported that more than 20000 people are dying due to
Rabbies
and more than are being prey to the attack of stray dogs
And
street dogs ,yearly in our country
Local
bodies are reluctant to take action to end this hazard ,
as
they have got, Other priorities than to mullify the dogs
and
protect them with their meagre resoucrses
None can
justify
spending valuable funds,for protecting stray dogs,
where there so many,street dwellers ,and poor
people who
strive to eke out for bear living necessities
such as food, and
secure
living space and so on
Another reason is a, ruling of court appeared
,recently
that stray dogs are to be
caught and culled and to
be left in those places from where they are
caught
The stray dogs have right to
the street
Have they got the right to attack citizens
,old and disabled
Are the stray dogs free from punishment?
Who have more right stray dogs / the people
who depend
on street to live Whose
life is more worthy to be protected ?
These dogs are enemies to morning
walkers, Now the people living in flats
and apartments who depend on streets and roads for daily morning walk which is
absolutely,needed for up keep of health,with the modern life style deseases
So keeping the street secure and clean is
primary duty of local body institutions
The street dogs are growing due to the food
wastes dumped in streets
The efficient management, treatment of
municipal waste is also essential
to avoid the mosquitoes, and flies ,dogs,mouses
They
have schemes to control mosquitoes ,but no schemes to control the dogs
The
reason pointed for the lethargy and reluctance for killing of dogs is
the decree of supreme court that the street
dogs have right for living
on
street and against law to kill them
If
authorities want to control the dog growth ,they can be sterilised
and
left in the same place ,from where they are caught
This
decree is not practical and is against natural justice
Priority should not be for dogs which do not
pay taxes
Priority should be for the health and security
of citizens
Street
/striay dogs are tresspassers, looters, murders,attackers
Among them there mad, and criminal For
controlling criminals
there
is criminal law But these laws are not applicable to the
stray/street dogs The citizens are at loss,when they
attack,loot,
trespass
to their residences and dwelling places Traffic rules are not
applicable
to the animals who violate rules widely They can urinate,
defecate,
copulate in public road No authorities control them
If people are culprits ,people can complaint
to police authorities
No
jails or mental asylums for dogs But
when the culprits are dogs
where they can file a complaint ? The local
self governments have no
authority
to control the dogs due the flaw in the law/interpretation of
the law by the court
If
the law is against the people, it is the duty of people representatives to
find
solution for it either by approaching the court, or by making
appropriate
amendments in the concerned laws
The
other authorities have also duty to point out the issue and solve the issue
such as courts, human right commissions and so
on
Compassion
to living beings is the factor pointed out for protecting the dogs
But the compassion is not seen in the case of
other living beings like fishes, flies,
birds,
mouses,other animals goat ,cows buffaloes etc
So undue love to street/stray against natural
justice It is discriminatory
on
several grounds
Dog
lovers have the freedom to protect their pets and they can protect
the
street /stray dogs at their cost
The society can not afford to protect
them as evidenced by the
poor people in the street who find it
difficult to eke out a living,
malnutrition,health
and other so many vital problems
Until
effective solutions are not found for these vital issues ,
it
is a crime against humanity to spend lavishly for preserving
the
criminal dogs who have no constitutional rights
Constitutional
authorities have a fundamental duty to ensure the
rights
of citizens than the rights of other
living beings
It
is learnt that meat of dogs are eaten by people in Nagalad,Korea, China,etc
Why can not Meat Products of India and other
such companies
can
not collect the street and stray dogs and process the meat and export?
The
local body can help such companies by way subsidies from the funds
allocated
for waste management as these dogs will also making streets filthy
by urinating and defecating on streets and
roads,besides attacking
the users of road It is a threat to tourism
industry also
Export
of live dogs may also be considered
The
dogs may be send to forests as wild animals are also creating
Problems
due to migration to villages because of shortage of food
in
forest If a scheme is chalked out for this ,it will be beneficial to
solve
the threats
It
is a wonder that, why authorities do not move a bill for
amending the law
Why courts do not issue direction to the
government in this regard
May
this be treated as an appeal to all interested in human rights?
Why
public interest litigations are not be fruitful in this issue?
Why
political parties, state governments do not prompt the central
Government
,Supreme court to find a solution to the issue which effect
the society at large, espescially ,the weak
and poor
May
be because of the people in the highest strata of society
may
not be aware of the seriousness of the issue as they always
Travel
in secure places and vehicles Even members of legislative
Assemblies,
parliament have cars They rarely rely on two whealers
The
reason for reluctance may be lack of experience to the people
In
the helm of authority ? What about
social activists?
